I went after the "can I change the original to make it look like a picture I took"
I just did something similar with a family vacation photo.

Exposure, saturation, crop etc. with LR4.1. Distortion with RawTherapee.

I think B&W is best suited for this picture using some gradient overlay, blend modes and level adjustments.

My attempt... Silver Effects Pro2, structure, colourize, back to Lightroom sharpen, edit in CS5 clone out modern lamp posts and add border.

My first attempt. Using Layers and masks in PSE-9 combined two images and then converted to B/W using Topaz Plug in.

To far away to adjust in Britain so I moved them closer. Main problem adjusting lighting and colour temperature.
Just read the rules - pretty sure it does not comply but leaving it in to give the boats a short holiday. A lighthouse just has to keep working.
