Thank you all for your replies. It will be a while before I can do an edit like the Geoff and John but it is nice to know what is possible, even with just Elements 9. I have a lot to learn.
When it comes to pasting an image, after selection and copying to the clipboard. Creating a new background Ctrl+N just creates the 'background space' which is white, or preferably transparent.
You then have to paste (Ctrl +C) into the newly created area. It is possible to paste as a new layer directly into the actual work in progress.
But I like to create a new image and save it (in a format which supports transparency) so all the hard work cannot be lost if something goes wrong with the project. Regular saving of the work in progress is also a good safety measure.
The saved individual images can then be assembled together by opening each item from your files, then using Select All (Ctrl+A; Ctrl+C to copy and Ctrl+V to paste as a new layer into the main image background layer stack.
