Casually viewing the histogram, the brightest areas appears to be over stop underexposed and the black point is quite high too.
I assume this was a long exposure with a dark ND filter, as there also may be a colour cast - I assume that is the sea, in which case I would balance (in PP) to make the bright foam white.
EXIF data reads: f/16, 15 seconds, ISO100, Canon 7D at 24mm
At the risk of giving too many negatives in this post, if my guess is correct and this was (say) a 10 stop ND capture, I wonder if you had not used a lens hood?
I ask because there's the central area of the image is even more low contrast than the edges, which makes me wonder if excess light, perhaps even the sun, was hitting the filter or even the convex surface of the front element of the lens? (and causing this) If it possibly was, I suggest it is something worth avoiding in future - even if that means manually shading the front of the lens (e.g. with an umbrella, hand or whatever) while the exposure is in progress (won't matter too much if you miss the first second after starting the shutter).
I do hope that C&C is useful, please don't be discouraged - because everything I have mentioned can be fixed in post processing, especially if you shot RAW.
