Depends on what your vision of this capture is, based on the title the scene beyond the fence is the main subject. The fence has a very stark contrast and competes with the background which is processed or captured very meekly; so the fence dominates the composition and the effect is enhanced by the foliage border above.

Jim you've done a classic job in using the railing, trees and branches to nicely frame the shot. The only problem I have with the image is that your frame is a lot more impressive than the subject that is being framed.

Nice image; yet someone walking on the ground or a gracing cow might have added a punch to the subject

Hi Jim,
I agree with the earlier comments above.
I find myself wanting to see the near edge of the lake (puddle?), which is hidden behind the top of the fence (and not visible through it either) - so in other words, shoot from just a little higher to reveal the near edge.
