I'd say it is a moth, mainly because of the 'combed' antennae, but also body shape and wings resting position - but I am certainly no expert, just pick up my knowledge here from the likes of Geoff, Grahame and Dan, to name but three.

As Mark said, it looks like a moth to me. With those antennae it definitely isn't a hoverfly

The European members are often very colourfull as well, and for a good reason: warning off predators, as those moths are bad tasting or poisonous.
