The sky colours are beginning to 'break up' a bit with all that saturation. I would be tempted to place a graduated mask over the sky to lessen the effect slightly.

As an alternative to Geoff's suggestion, applying some noise reduction only to the sky might be helpful to get rid of those artifatcs .

The strong look is clearly apparent to be by design, not by mistake.
At such a small file size, I'm not convinced the sky has any artifacts, as it looks to me as if it could be moisture. If you determine from viewing the full-size original that unwanted artifacts really do exist, consider Geoff's and Binnur's suggestions for reducing if not eliminating them.
