When we were in Cornwall (my wife had a cousin and uncle in nearby St Austell), some 20+ years ago, we visited the Eden project construction site. We watched a crew abseiling down the biosphere domes installing the the covers.
What strikes me about the image is how busy it is, given the fairly simple subject matter.

Yes it is a walkway leading to the platform in the bottom right. It is not for public access, and I have no idea what is on the platform. It reminds me of some futuristic moon base structure !
