Yes, the town is nice. The shots are taken in the old part of the town and buildings are concrete...
I found some links for architecture and historical buildings but I´m not sure if is what you are looking for.
It is difficult to found something, because mostly it´s split into towns or regions.
The best is to search for a City or a town. ( for example: Berlin, Frankfurt, Munich, Lübeck, Karsruhe) or a special region.

Yes,it still is safe to travel on.The bridge crosses the Ohio river.It's part of National Road 40.National road runs across the US East to West.The bridge is in Wheeling,West Virginia about 300 miles west of Washington,DC.
