It would definitely stand some noise reduction and a sharpen up (before the border was applied).
Composition, exposure and white balance are all quite good.

A quick question. If I reduce the noise in the picture and then apply un-sharp mask will it again the noise levels?
IMO, the vehicle makes this image because it provides scale to the immensity and barreness of the landscape. Since this is a scan from a small print, IMO, the quality is quite reasonable.
No, not if you do it 'right' - e.g. in right order, with right software and using the right settings
If you use a proper (third party) noise reduction program/add-on like Neat Image, Noise Ninja, etc., it will sample the image noise and cancel it out, not just blur fine detail.
Also, when you do sharpen with USM, if you set the threshold above zero, that will avoid it 'locking on' and sharpening any noise remaining.
