    You can control how Picasa scans for new pics via Tools | Folder Manager. Also you can turn off face recognition via the folder manager.

    I got PhotoPad Image Editor for my brother who is not into heavy image manipulation. It has the basic tools, easily presented tool-bar style, including red-eye reduction. Very fit for the OP's purpose.

    It can actually open RAW files, too, including early Sigma X3F's.

    I wouldn't recommend IrfanView because of the clunky UI and FastStone for similar reasons although it has one of the better comparators.

    you may want to try photo editing software for mac PhotoStudio if you runs Mac. It has similar functions like PhotoShop but much easier to edit photos with and more economical in price.
    If you're a win user, PhotoStudio has image editing software version known for you
