I think the composition is good and the PP looks fine. I'm afraid though, what really kills it for me is that lighting across the head. I'm assuming it's the light coming through a blind of some sort.

I'd have to agree about the strips of light and I think it is made worse by the fact that they are echoed by the stripes in her dress. My eye is jumping about all over the picture instead of being drawn to that beautiful little girl.
She's a showstopper and shouldn't have to compete.
