can anyone help this pic?
I just wanted to know if the face of the cardinal can be lightened without losing the blue of the sky or the color of the pine

About two minutes in Adobe Lightroom, if this is what you had in mind. Open the shadows in the Develop Module and a litte Saturation of the blue sky and red bird.

I noticed in another of your posts that you said you had Photoshop Elements 9. Here is another way you can do it with Elements 9. Open Photoshop Elements 9, under the File menu click on Open As. Then navigate to the file you want to open. At the bottom of the Open As screen you can choose the file type to open. Choose Camera Raw. That will open the file in the Adobe Camera Raw converter (ACR). You can open up the shadows by using the Fill Light slider. The Adobe Camera Raw converter will allow you to do post processing that you cannot do in Photoshop Elements.
