It has look reminiscent of the (legal profession) ceremonial/barrister wigs worn over here.

Love the image....but it really is not a very pretty bird is it. Having said that...I would love to have the chance to capture one. You have done a nice job with the exposure and details here.

Thank you Dave, Joe, Paul. When I looked at the photos of these birds, I, too, thought "British, barrister". I was quite lucky, this vulture even stood still while I moved around it to get a good background.
