It doesn't seem level to me. Kind of distracting that the bridge looks to be going down hill.
The second one is definitely better.

With the title emphasis on the cables, the saturation in the second one makes the cables stand out better.

And the side benefit of straightening removed what I thought was too much distracting foreground in the lower left. I felt too inexperienced to comment on it until I saw the new photo. Now I really see the bridge. It's a beautiful shot and the reflections and colors are really nice.

Hi there Jack,
Not to be a pedant, but to pass on a tip;
If you do a demo crop around something that should be vertical, for example these bridge columns near the centre of the image, you can easily detect when things (still) aren't quite right.
When possible, doing it from a water reflection (vertical by nature) is far more reliable than a 'horizon'.
The only thing to be wary of is not doing it nearer the edges of frame if the camera was pointed up or down a bit - then you'd have to even up the tilt.
The second processing is much better for seeing the cables, as Frank said.
