    The rust is correct, but it's not all that typical of this item. It's not a pipe.

    A solid rubber tyred wheel on something? I think I see a central wheel nut and axle.

    The surface it is on almost looks like it has a carpet pattern on it.

    As to wha the wheel belongs to;
    "Sack barrow" type of thing or a trolley of some kind.
    Unlikely to be a wheel barrow due to axle to another wheel, which is out of this crop on left.

    Either, designed for carriage heavy weights over short and relatively smooth surfaces.

    Have I analysed it to death yet, or just made it easier for someone else?
