Frank - facilitate derailment ??
Shooting 'square on' to a subject can often produce uninspiring results. But in these instances, they have created a good sense of perspective.

I was able to do some research on this and the consensus seems to be that these center rails are called ‘Bull Rails’ and their purpose is to keep a derailed rail car from being able to roll off to the side and strike and/or damage the structural integrity and strength of the bridge or any other support columns that are in close proximity to the rail line.
It's been a good day. I learned something new!
Ahhhh, contain derailment and not facilitate it. Well I got it half right.
