Come and play with me...
Nikon D5100
F-stop - f/5.6
Exposure - 1/60
ISO - 800
Focal Length - 55mm
1. I'm trying to accomplish the lonely playful behavior of this child.
2. I used a slow shutter speed in order to captivate the movements.
3. I would like to know overall how the picture can be improved.

Do you have a shot of her smiling? Her facial expression in this shot looks contemplative, not playful, IMHO. It looks as tho is in that almost trance-like place children get when they are learning thru movement. It is a form of play, but they tend not to interact with others or the environment. If this is what you are trying to capture, you've done it well.
If I am way off base, please say so.

I would try a crp, close to her head at the top and close to her back behind her, losing the distracting background elements in the frame.
You may need a bit more in front of her, to show us where she is looking.
I dont think the background elements add to the setting of the scene or the story.
I really do like the shutter spped to show the hands moving in contrast to her face though, that is a great idea.

Just a fraction too tight for me. I think you can get away with a tiny patch of railings/grass in the top right corner. It is well blurred there so shouldn't be too distracting.
