Topaz have updated their plugin with extra presets and apparently more efficiency; free for some with Topaz products.
This is done using the HDR I preset:

I have no idea what Detail 3 is or Topaz BUT I love your photo.
The various colors are beautiful in the evening light. Where is this taken?

London looking towards Blackfriars bridge from Waterloo Bridge with the Gherkin and St Pauls Dome. Cheers it's an old one though.
