Yes I understand that the second option which was offered was over the budget: it however was an option which would best fill the criteria you made and which I underlined – without all that much consideration for budget. Also, the move to a larger format would leverage the Narrow Depth of Filed which you seem to seek for your Portraiture.
However, the first option allows two very reasonably priced, fast prime lenses, which should come in on your budget.
Also note that the image circle for both the (mentioned) 35/2 and 50/1.8MkII, covers the full 35mm format – (not wishing to begin a debate about lenses specifically made for APS-C and how they will perform better than those made for a larger image circle) - it is my experience that the two prime I specifically mentioned perform ‘very good’ to ‘excellent' with APS-C cameras – even when used wide open.
Obviously my comment about mine being the ”correct answer” was in jest – but the suggestion for you to buy those two primes, was not without basis and as you only commented on the more expensive solution of the 5DMkII and the two more expensive Primes - it is important for me to explain that there was precise consideration given to the suggestion of buying the 35/2 and 50/1.8 to use with the 650D.
I have used, extensively, all the lenses mentioned, including the two kit lenses you have – I have those too.
I would not suggest buying the 28/1.8 for that money when you could have a two prime lens solution for about the same capital outlay – although the 28/1.8 performs ‘good’ to ‘very good’ on a APS-C camera. The 40/2.8 I would not suggest as you can make at least one more stop of aperture with the 30/2 – and it is wider. Once you bring budget into the equation, the solution becomes more and more "best bang for the buck".
I have not used the Sigma 30/1.4 and I cannot make comment on that lens.
