Cto gels
Can someone explain what full vs 1/2 cut cto gels mean?

1/2 cut has half the colour density of the full cut CTO (Colour Temperature Orange gel ). You put these gels on a daylight colour temperature light source (usually a flash) that you are trying to warm up to match ambient tungsten light where you are shooting. The 1/2 cut will warm up the light less than the full cut and really this is going to depend on personal preference.
I remember working with someone on a video where we applied CTO to the exterior windows to colour match the light in the room.
