Hi Rico,
On the basis of the theoretical question only I would no longer use RAW files but the Jpeg file I always take as well of which I would tweak the camera internal settings for a 'best' average result from my camera model.
So with the files coming SOOC and into my software I would choose Levels as my only adjustment if limited to just the one allowed.
My thinking behind this being that on average it's the adjustment that has most impact on my images. BUT, then again as I never bother about Jpeg internal settings as I always work in RAW it may be that I would find that with experience of getting the internal settings right (better) I suspect that I would find Sharpening my choice.

I would shoot in Jpeg........adjust the in-camera jpeg settings.............shoot only a manual white balance...........shoot for an accurate exposure, instead of exposing to the right............and my only adjustment would be a crop, if needed.

JPEG would be the best approach.
However, using JPEG is in fact using all the available adjustments isn't it; the difference being that the camera makes all the decisions, not the photographer.
One adjustment for a RAW file is like driving a car using only the steering wheel or only the brakes. Have fun.
