Joshua Bates is the photographer. He slightly overexposed the image. Playing with the picture during processing I added grain (amount, size, and roughness) and liked its effect. With the grain added, its light and slightly dull look appealed to me.

Maybe if you crop away that nasty building the picture would make more sense subjectwise.
