Hi Allen.
The top photo is my preference. In the bottom image, the streak of light leaving onto the side road is distracting.
In the top photo, the right side of the image does not contribute and I would crop most of the right side off. Crop so there is a small amount of black area to the right of the curving lights. The result will be a lot more dynamic.
