Thank you to Ali and Grahame! I know how to fix the resolution now. I am going to leave the photo(s) up as is so someone else can learn from my mistakes. I've learned a very important lesson on how to downsize photos properly and will do so for future. It looks the majority of my small photos are like this, ever since I learned to use the un-sharp mask in Elements and changed the PSD to a Jpeg by copying the photo in Picasa.
Thank you James (missed you last time) and Nandakumar for your comments. Yes, Harbour seals are lovely creatures. I envy you being in India for all the wonderful wildlife.
