Retro Photo Camera - Available for free in the windows app store (under Photography category).
It converts an image to sepia tone, and then puts a funky border around it. (There's 12 frames).
That's it for options, so it's not really an editing tool, just a fun toy.

Not for every day use, but for the right picture, it creates a decent effect.
NIK SilverFX can of course accomplish something very similar - it just will take longer.![]()
