If I didn't already have Lightroom 5 I would jump at it, still thinking about it. Thanks for posting the link.
Mind you, don't see how they translate $9.99 into £8.98 - should be more like £6.60

Your Welcome Dave. I have been giving it some thought, but I already have LR5 and Nik Complete, I still have a lot to learn with what I have and am not sure I want to add to the learning curve right now. But for those who have used Photoshop it just sounds like a great deal.
Bummer on the increased cost of which I do not understand either. What is it custom fees or something?

I think this is quite a good deal and the next progression in Adobe lowering the price of CC for photographers. A few months ago they had a similar promotion for those that already owned Photoshop. It is nice to see that they are opening up this offer for everyone.

Probably VAT @ 20% or so. Not all USA states have a sales tax, contrary to Europe.

I smile when I see the term VAT (value added tax), as though it adds something useful to the purchase. I suppose the value is to the government.
But to address the OP, I can see it coming - LR will soon only be available under the CC model (in spite of Adobe's protestations to the contrary).
