I'll go out on a limb on this one and guess that it is to be used for flipping things that are not so stable like fish - sort of a combination spatula and tong in one unit. Of course this is assuming that the silicone and metal pieces are part of one unit.

I actually bought two of them during my trip to South Africa, one for me and one for my brother-in-law. It works so well that I have bought another one as a Christmas present for a friend.
The photo displays it in the closed position. When the end of the handle is pushed in, the parts that are displayed here open up, leaving room to slide the red part under the fish. The metal part then closes down on the fish so you can flip it without having even the lightest white fish fall apart. It works like a charm!
Maybe a strange boiled egg etc scooper? Sort of logical the rubber would catch the drips maybe and bends when full of water Reckon I can live without it.

Mike, the things other than photography that helps me to spend my hard earned money are my cooking and crafting hobbies. My husband knows that is is safe to drop me at the mall but always hesitates if a craft store or one that sells kitchen gadgets and tools is on my itinerary - generally not good from a time or money standpoint
I don't own one of these gadgets though...
