Not much you can do with the BG (selectively blurred already?) but I would lose the water at the bottom. For me, it distracts a little.
You make a copy of original layer, then you could possibly select the 3 birds, then Ctrl J to copy to a new layer, filter>Other>High Pass set to 1 or 1.5, then blending mode overlay then select type of overlay. Now you can mess around all you want on the background. That is if you are using Photoshop.

Looking at this image it is very obvious that it has had work undertaken already giving it what I would describe as an unwanted unnatural look. The birds appear over-sharpened and there is uneven blurring in the horizontal area running across the frame under the birds.
As for what I would do, I would not rely upon my PP skills (which are limited) to try and improve a shot such as this but try and get it right in camera.

I think they're quite nice. I might have just cropped a bit from where you are and then been pretty proud of myself. Part of the fun of shooting critters is that you often have to take your lumps with respect to what is in front, and behind, your subject. Makes for a lot of "almosts" and "the one that got away".
I've never had a great deal of luck in posing one animal, let alone three.try and get it right in camera.![]()
