This may be a lacewing nymph. A number of species cover themselves with local debris to disguise themselves from predators. They are a beneficial predator themselves. Here is one in an earlier stage.
If it grows up it will end up looking like this at maturity.

okay I have seen a few beasts here with lacy hats that could really jump but i thought they were jumping spiders. We certainly have all three types here so you may be right.http://jbrianwaddington.wordpress.co...ic-to-surreal/
