For light occasional use I have a Velbon Luxi L which is aluminum but only weighs around 2 1/2 lbs. It folds up to just 14 ins and will adjust from near ground level to normal stand up height.
But it does have twist locking for the legs and I find that can require a good grip.
I also have an ultra light Velbon CX mini tripod which is all plastic and only weighs a fraction over 1 1/2 lbs. It is fairly well built and stable for plastic. The working height is between 1 and 2 ft. The locking tabs are easy to use.
But there are quite a few similar suppliers which are worth considering.
