There are also a number of tutorials on the Orton effect for PS on the web. They differ. The one I showed can be taken as far as people might want. The main control seems to be relative brightness levels rather than just blur.
eg
As the GIMP is destructive when blur is applied to a layer I just created 3 layers with 20,40 and 80px blur. This one was 80 but similar results could be obtained with the others. Brightness and contrast adjustments on a layer are not destructive these days.
