Alternate process
How to achieve this... is an interesting thread.
Ahhhh, it is about pretty girls (yes, next to birds pretty girls will do). Great!
Then it was not about pretty girls but about messing with them (in post).
Started wondering what that would do for the pretty birds.
Here is the result. In the spirit of that type of processing have only done a bit of ACR tweaking, minor NR and minimal sharpening. A teeny bit of oil painting effect.
Will this be called the BB Effect? Will BB be as famous as David Hill?? Will...??? Questions, questions.....

That looks like what I call "posh colours" It would be interesting to see it pre the bit of oil painting effect just to see how posh that made it.

The oil painting effect is very very minimal 10% opacity and applied only to the front feathers of the bird.
I normally save all layers but did not this time. Will try to reproduce.

Haha, Mr Boyer tried that and got his wish. Let's see if yours can be fulfilled... But later, I have to go out and run some errands.

Nice processing. I do have one question for you. Why did you make blurry the front of the piece of wood the bird is on? At least for me, it's a bit of a distraction?

Thanks Karm. That is where the pic fails unfortunately. I did not notice another stump that was closer to me until later but the bird was gone by then.
