You could try www.diyframing.com in the UK. They mostly sell materials (hence the name), but they also offer a bespoke service. Alternatively, you could go on one of their courses and learn to make your own, as I did a couple of weeks ago

I don't know about the UK, but on this side of the pond, there are a number of different options, and my guess is that there are similar options over there. I sometimes use one called American Frame (http://www.americanframe.com/) that allows you to customize everything online. You give the size of the image, the dimensions of the mat in both directions, the amount of overlap of the mat on the print, the type of mounting board, mat, and frame, and then they ship you all the pieces, pre-cut. I recently bought a frame that was roughly 19 x 25 inches, with all acid-free materials and a top-of-the-line 8 ply mat, and the total cost including shipping was about $100. However, one disadvantage of mail-order places is that many will not ship large panes of glass, so for larger frames (including the one I just bought), you either buy acrylic (Plexiglass) or buy it with no covering and buy glass locally.
To some extent it depends on what you want, Louise. But this can be tricky to find in the UK if you want non standard sizes or anything larger than A4.
There are several firms which do prints including frames but they mostly do a service for pro photographers who are ordering a number of prints, such as weddings etc. And whatever you do, postage and packing adds quite a bit.
Somewhere near you there should be some photo printers that also sell frames. But those near me are prohibitively expensive. It is a small town though,so you should be able to find better deals in a city.
Do you have a Jessops or anything similar there? My nearest full size Tesco has a basic range which are quite good quality. Other outlets like this are also worth a try.
I get good deals from a general store which has an artistic department. Not top quality anti glare photo glass but they work OK for general work. But that is in Plymouth so not really much help. You should have something similar near you though.

Try Wilkinson on your nearest High Street. While the branch will have a reasonable range, their on-line site will have many more, and you can get them delivered to your local store. If you really need matt cards, you would need to get them cut somewhere else.

Not a site, but another possibility...................
When I lived in Southampton, 40 minutes drive up the M27 from Salisbury we had two very good outlets, one a large Garden Centre with a hobbies outlet, the other an outlet chain called the 'Range' that did a lot of hobby stuff.
Both places had excellent ranges of 'off the shelf' frames and mats at all sizes.

The Range store is where I get my frames. But I use the Plymouth shop. I didn't realise they were so widespread. Maybe not absolutely top quality items and you have to check carefully for any sub standard frames which seem to occasionally slip through; but very good prices for average quality, and up to A3 sizes plus mats and other items.

Another vote for Ikea from me. you can order some very nice simple (which is my preference) frames in bulk online.

This ,for me, works well. If say you've done a series of similar shots, a number of identical frames looks good.
Wilkinson's also gets a vote from me as I've bought some very nice natural wood frames from them in the past but often they don't carry the quantity needed. Namely these...

When you are ready, I would definitely recommend DIY Framing's weekend course (they hold them in various parts of the country). It's two days and they cover frame making, mask cutting (several different styles), glass cutting, finishing etc. I was really pleased with my one completed framed photograph, and I have several mounted images to take further when I wish. I would have found it very difficult to develop the same expertise from books or videos.
The only downside is that I was also convinced that if I wanted to go into it (I think I will) I would need the proper tools - and they cost quite a few quid.
