The location is Hoyt Lake in Buffalo, NY. I just happened to be walking in the vicinity and stumbled upon this view. This is what I found out related to the structure.

I find it very interesting how they intended to create an uprooted tree and yet we all see some sort of monster/alien/creature thing out of it.
