Although this works for a video clip, it doesn't seem to work for a still image with scrolling text. The "speed" selection is grayed out when I am working with a still image.
I have worked around the problem by using multiple selections of the still image. Then I place a short selection of the text on each still image segment and have these connected with a dissolve transition. Not quite as I would like it but, it works fairly well. As long as I keep the text pretty well in the same spot in the frame, one segment of the text seems to dissolve into the next segment.
I will post the short video I am going to use this on when I finish it...
