Those who can, do.
Those who can't, teach.
Those who can't teach, teach teachers (i.e. they leave the classroom to become education college tutors, or advisors, or consultants).
Those who can't teach teachers become inspectors (i.e. they take courses given by the previous group on "best practice", so they learn how to criticise teachers for doing it wrong).
Finally, someone who can't do any of the above is eminently qualified to be appointed as a government minister for education (i.e. one who decides national education policy on a whim).
