Very interesting Bee Fly, David. Clear wings, not like the Bombylius major which we regularly see in the UK. That has a dark leading edge to the wing.
Maybe yours is Bombylius canescens? There is also a Heath Bee Fly (B. minor) which is quite small and rather rare in the UK.
The hover seems to be Melanstoma to me. Rather slender tibia.
