The clouds are great but that large expanse of frozen lake and snow in the fore and middle grounds really fights for the eye's attention.

I addition to that sky, I think the lines, tone, light and shade, you've got on the land is excellent. I agree with Terry that the attention needs to be thrown more onto the land and the sky. I think the only way of achieving that is with a pretty hard crop. Cropping it just above that dark patch on the ice in the middle ground would take you nearly to a 2:1 aspect and almost (but not quite) put the top of the hills onto the bottom third line.
