It's almost a Red Ensign, but I'm not sure what the white stars signify!
Great colour contrast though. Where was this taken?

Andy it was on a tourist vessel in The Bay of Islands New Zealand.

It's the New Zealand Civil Ensign. The New Zealand Navy would be on a white field with red stars.
The stars, bye the way, represent the southern cross star constellation.
