Yes, it could be made to "pop" a whole lot more but, would that take away from the feeling of the
Judas Horse leading his flock to pasture in the early morning?

It may take a fraction more brightness but I would be wary of doing too much 'enhancements'. The muted light and subtle colours make this a really interesting and different scene.

An interesting, nicely composed image. Much better viewed in the light box. As others have said it is in dire need of some PP to lighten it up.

Agreed with all of the above.
The histogram of your image indicates strong underexposure. Ideally, you would have had time before the animals entered the frame to quickly capture an image, check the histogram in your camera and adjust your exposure for the capture that includes the animals. If you didn't have that luxury, you could address it during post-processing.
I seem to remember that you're new at this stuff, which is understandable. If you're not familiar with the helpfulness of using the histogram in the camera and during post-processing, be sure to check out the tutorials here at CiC that explain the histogram.
