Mark, you can select the image of the dog and the oldie guy, invert your selection and use the blur to the extent you want to separate them...just one suggestion, others may have some more to improve it better. That background is a little bit too distracting at the right side.
I think it has plenty of punch. Try blurring the person in the right lower corner.
The main distraction for me is the frame. It's not symmetrical and I don't see any benefit to the yellow part.
This is very cool, wouldn't you just love to meet him & hear his stories. Yes the background is a bit busy, but that gives us context & I think adds to the busy street photography feel.
I do agree though that the frame colour detracts rather than adds in this case.
