Will agree with the other comments regarding the enthusiastic PP work, but if it a good image to start with it can be treated however you want. I can not see any stitching concerns on the larger image.
I have to say I like it because that is my old stomping ground, Woolston area, Thornycrofts, Ocean Village and the docks.

Nice shot all over and the puffy clouds were cooperating nicely for you too.
I find that I don't get too concerned about the sharpening as this is can be attributed to the downsampling of the image and the comments can be related to the size of the screen someone is viewing it on. That being said, it is certainly something to watch for. Panos are by definition quite large and downsampling the image for display on a screen will tend to accentuate overall image sharpness.
As for the saturation, in this image I find that I would agree that the clouds have a bit too much "pop", but on the other hand, the foreground looks about right. You could consider adding a layer mask and toning down the saturation in the clouds a bit, but leaving the buildings and the river the way they are (I assume this can be done in Elements, but I have never really used that package).
Bottom line; I like it.
Thanks Grahame, agree with the comments about over enthusiastic PP, I did it in LR so I can tone it down.
I expect this area looks rather different although you do obviously know Ocean Village. The New building to the left, on the Old Vosper site, is to be called Centenary Quay and will be just like Ocean Village.
Ditto plus a nice sense of scale given by the sailing dinghies. Vospers is one of my old stomping grounds as well from the days they were building minesweepers there. Sad to see it empty. Am I right in saying that it was also near where the Supermarine slipway is/was (of Spitfire fame)?
I really like it John, including the pop so dont go tooooo mad on backing off the sliders
