Hi John,
It took me quite a moment to understand the story in the photograph. The
difficulty I had was the conflicting visual information that made me, at first
glance, hang to the possibly happy colours and certainly elaborated dresses
the girls wear. Then, why is the women in the upper left corner so moved?
My next thought was… the little one in the arms of the other adult may have
won a pageant or something… but why then does everyone look so concerned?
What is the story behind the scene? What was so overwhelming, so sad?
Otherwise, the tonal values are too low: the rendition is at least half a stop too
dark.

The scene was the beginning of a parade which was taking too long to begin. The little one was losing patience and wanted to go home and the girls on the left were trying to persuade her to continue on.

The story I get is the mom telling her child in her arms, to hush, while she's checking out her other daughter's costume.

My attention went straight to the girl's bright dress but then I followed her gaze to the woman kneeling. It was there that I had a little confusion because the woman's legs are so dark I couldn't discern her pose. I like high contrast B&W but I have to agree with Kodik: it is a little too dark this time. The woman at the top left of frame was the last person I noticed; and I think that is a positive. The interaction between the kneeling woman and child suggests to me the kid has suffered some minor accident or is having a hissy fit, but the expression on the other woman's face suggests it may be something more serious.
Street photography is what it is: it allows you to make up your own narratives.
Whatever the story it's a fantastic capture and whilst I'm not a B&W fan (read B&W competent) it really works here John.

Your B&W of this shot is good, however I personally like the colored version better. Just personal preference.

Nicely done, thanks for the suggestions and edit. I see you've increased the blacks, added additional detail, increased the overall exposure a bit, and increased sharpness. The color version has more intense primary colors and increased exposure. Let me know if I missed anything? Thanks again.
