I see this is not a Canadian phenomenon. I guess the trash cans and dumpster are just too far away (or too full) to use them. Good shot, you should send it the administrators of the land it is on and see what they think.
I see the same thing around here. There are garbage cans everywhere in the parks and on the streets, but still garbage everywhere, and it seems not enough staff to prevent the problem or clean up after the mess people leave behind.
