Engine oil, water, and wash-up liquid.
I've been trying to get this right for ages. A kind lady on Google+ told me the best way to do it. I was using too large a container like a dish. It's best with a very small area of fluid, so I used a plastic dessert spoon. The light is coming from underneath bounced off a yellow card, plus a lower level light on the side. Filled the spoon with cold water, added a few drops of washup liquid, then dropped in a few drops of engine oil. Agitated it slightly then shot. The soap keeps the oil drops apart and also adds some smaller soap bubbles for variety. Need to practice some more.
Anyone have a better way to do this?

Yes! very nice. A suggestion is to use glycerin...
