Basically I turned it into a pencil sketch, did a little work in Rawtherapee and then finished it in Gimp. The final touch was to add a motion blur. Here's the original: (as you can see I did a terrible job of dusting so I added the snowstorm to hide the dust )

With you being in the Philippines you aren't blessed with that there white stuff,

where I used to live just got a record breaking 24 hour snowfall of @2 meters. With an inspiration like that...
