Might be a Kite
Spotted this bird outside my apartment window, it was too cold to open so this is through murky glass. This was shot handheld, now that I have the tripod setup, the only time I've spotted the bird since was last night on my window sill.
I say it might be a kite (hooked-bill kite) only because of the coloring, I'm not sure if this particular species travels this far north.

Yup, I'd agree with Jim, Peregrine Falcon, see that bit of dark under the eye, the mustache. They breed usually around the end of March.

I think Jim B hit the nail on the head there, looks like a falcon, Wonderful bird. Nicely spotted
