Has the top guy got a bucket on his head?

Interesting creases in the back of his shirt - I thought he had a face painted on it.

There is a pipe with some metal rings on it. The pipe runs behind the top guy from the top of the image.

The pipe is the telegraph pole they had their ladder leaning on and some metal clamps holding cable in place.
This was all taking place in a crowded street only 2 metres from ground level, aluminium ladder for extra safety of course but at least they had rubber soled shoes on

It always amazes me at the cavalier approach to electricity in some areas of the world. As an example, here is a state of the art electrical panel I shot inside a Chinese farmhouse.

I'm not sure these people are regular electricians. It could be worth the while to see the movie Katiyabaaz.

By coincidence, I'm doing the same today with about as much regard for safety as in the OP:

One for the electrician's among us

Yep, two breakers ON and the box is live. Texas Country style . . .

My "pole" is a lot stronger that theirs, though

My brother is an electrician Ted and told me "you'll be fine, just don't touch the shiny bits"
