A scary improvement would have a transparency of the figure leaning dangerously over the edge. I think it could be done safely by photographing the subject actually in the walkway.

Ideally I would tone down, or better still clone out, those small very bright areas in the water around the top right corner.
I wonder what it would look like in b&w - more ghostly ?

What the story behind this one? Most photos of a ghost have a story. By the way, where's the rest of his torso?

I'm pretty sure they're just dropping lines off the pier, though some may be using rods.
Nothing terribly dramatic, I'm afraid. I was doing some night photography on the pier--around ten-second exposures. Of course, the folks moving around made each shot unique. In this one, a boy was leaning on the railing when I started the exposure, but ran off (at a speed only young children can manage) part-way through. I'm not sure why his lower half appears to be missing. I think he may have been swing his legs back and forth. Certainly nothing I did intentionally.

I think you're right - but your ghost does look more ghostly in B&W or that just how we think of ghosts ?
