There is an access gate at the intersection of Rideau Gate Road and Thomas Street that I believe is open 24 hrs. I walked in at 6:30 in the morning, having done the 'official tour' the day before. The official daily tours of the inside of Rideau Hall are from around 9:30-3:00 and from 3:00-4:30 they allow "self-directed" tours. There is also a small changing of the sentry ceremony on the hour, every hour right at the main entrance to the residence. I parked on Mackay Street and walked in from there.
